We also urge all not make bookings and if anyone has bookings, please cancel or terminate…” the notice reads. “We have, however, communicated with our embassy in Beijing to verify the matter and let us know,” he told the Post. According to Tibetpost.com, Chinese officials have already started keeping a tight rein on those who wish to participate in the Kalachakra. Many Tibetans have already arrived in Nepal and India for pilgrimage in order to attend the religious ceremony, says the website. “The Chinese authorities are likely to have stepped up pressure on the Nepali authorities to keep tabs on Tibetans in transit through Nepal, including those with legitimate Chinese passports.”

“It’s a serious issue on the eve of Chinese New Year,” said Bishwesh Shrestha, managing director of Shuang Qi Tours and C&K Nepal Treks, one of the major agencies handling Chinese tourists. Nepal receives major chunks of Chinese during the Chinese New Year that begins by the end of January.

“If the restriction is extended beyond mid-January, it’s going to be unfortunate for Nepal’s tourism industry this year too,” said Shrestha. “The government should take prompt initiative to resolve the issue.”

पुस ७, २०७३- राजनीतिक गतिरोध लम्बिँदै जाँदा मुलुकमा संघीय गणतन्त्र र लोकतन्त्रविरुद्ध दक्षिणपन्थी गतिविधि बढिरहेको भन्दै मन्त्रिपरिषदको बिहीबार बसेको बैठकमा चिन्ता व्यक्त भएको छ । मन्त्रीहरूले दक्षिणपन्थी गतिविधि र प्रतिगामी चलखेल रोक्न जतिसक्दो छिटो राजनीतिक गतिरोध अन्त्य गरेर संविधान कार्यान्वयन गरी तीनवटै निर्वाचन हुने वातावरण निर्माण गर्नुपर्ने भन्दै नेतृत्वदायी भूमिका निर्वाह गर्न बैठकमा प्रधानमन्त्रीलाई आग्रह गरेका छन् ।
‘प्रमुख दलहरूबीच सहमति हुन नसक्दा राजनीतिक गतिरोध लम्बिएका कारण मुलुकमा दक्षिणपन्थी गतिविधि र प्रतिगामी चलखेल देखिन थालेको हो । दक्षिणपन्थी गतिविधिकै कारण पूर्वराजा ज्ञानेन्द्र जनआन्दोलन–०६२/६३ का उपलब्धिविरुद्ध बुधबार लाक्षणिक वक्तव्य आएको हो भन्दै मन्त्रिपरिषदका सदस्यहरूले दक्षिणपन्थी गतिविधिलाई निस्तेज पार्न राजनीतिक गतिरोध अन्त्य गरी संविधान कार्यान्वयनको वातावरण बनाउन नेतृत्वदायी भूमिका निर्वाह गरी सबै दलसित संवाद अघि बढाउन प्रधानमन्त्रीज्यूलाई आग्रह गर्नुभएको छ’ सहकारी तथा गरिबी निवारणमन्त्री हृदयराम थानीले कान्तिपुरसित भने ।

मन्त्रीहरूले मुलुकलाई उल्टो बाटोतिर हिँडाउन ‘प्रतिगामी चलखेल’ भइरहेकाले त्यसर्फ गम्भीर हुनुपर्ने धारणा राखेका थिए । प्रत्युत्तरमा प्रधानमन्त्री पुष्पकमल दाहालले राजनीतिक गतिरोध गर्न प्रमुख दलहरूबीच वार्ता भइरहेको जानकारी दिँदै सहमतिका लागि अझ बढी प्रयास गर्ने बताए । संसदमा दर्ता भएको संविधान संशोधन प्रस्ताव प्रमुख दलहरूबीचको सहमतिमा पारित गरी मधेसी दलको माग पूरा गर्ने प्रयास भइरहेको जानकारीसमेत दाहालले दिए ।

‘संविधान कार्यान्वयन हुन नदिने, संघीयता र गणतन्त्रविरुद्ध पछिल्ला दिनमा षड्यन्त्र बढिरहेछ, यसतर्फ म सचेत छु यसबारेमा शीर्ष नेताहरुसँग छलफल गर्नेछु,’ दाहालको भनाइ उद्धृत गर्दै एक मन्त्रीले भने । बैठकमा उपप्रधान एवं गृहमन्त्री विमलेन्द्र निधि र कानुन न्याय मन्त्री अजयशंकर नायकसहितले नयाँ संविधानको कार्यान्वयन हुन नदिन सुनियोजित प्रयास भइरहेको उल्लेख गर्दै त्यसलाई रोक्न सरकार र ठूला दल सचेत हुनुपर्ने बताएका थिए ।

निधिले संविधान कार्यान्वयनमा अनेक बाधा खडा गरिएको र संविधान संशोधन विधेयक पास हुन नदिने षड्यन्त्र भइरहेको उल्लेख गर्दै त्यही कारण संघीयता र लोकतन्त्रविरोधीहरू हौसिएको उल्लेख गरेका थिए । उनले पूर्वराजा ज्ञानेन्द्र शाहले नयाँ संविधानका उपलब्धिविरुद्ध वक्तव्य दिएको भन्दै आवश्यक परे दरबार हत्याकाण्डको पुन: छानबिन गर्नुपर्ने प्रसंगसमेत झिकेका थिए । ‘हत्याकाण्डबारे प्रतिवेदन त्यसै थन्किएको छ, आवश्यक परे उक्त हत्याकाण्डबारे पुन: छानबिन गर्नुपर्छ,’ निधिले भने ।

भौतिक पूर्वाधार तथा यातायातमन्त्री रमेश लेखकले प्रमुख प्रतिपक्षी एमालेले संविधान संशोधन प्रस्ताव सदनमा अघि बढाउनै नदिएर गैरजिम्मेवार प्रवृत्ति देखाएको र त्यसले राजनीतिलाई अस्थिर बनाएको बताएका थिए । उनले संशोधन प्रस्तावबाट पछि हट्ने अवस्था नरहेकाले प्रक्रिया अघि बढाउन सहमति खोज्नुपर्ने बताएका थिए ।

पुस ७, २०७३- चिनियाँ अधिकारीहरूले भूकम्पबाट क्षतिग्रस्त सीमा सडक पुननिर्माणपछि तातोपानी नाका खुलाउने बताएका छन् । सिन्धुपाल्चोक र तिब्ब्तका प्रमुखहरूबीच बुधबार सदरमुकाममा सीमा सुरक्षा र अपराध नियन्त्रणसम्बन्धी द्विपक्षीय बैठकमा उनीहरूले उक्त जानकारी दिएका हुन् ।

बैठकमा चीनको नेलाम जिल्ला प्रमुख पिङ लु वीको नेतृत्वमा १७ सदस्यीय टोलीको सहभागिता थियो । टोली प्रमुख पिङले नाका सञ्चालन गर्न आफूहरू आतुर रहेको बताएका थिए । उनले चिनियाँ भूभागमा पनि भूकम्पले प्रभावित भएको बताएका थिए । भूकम्पपछि तिब्बत सरकारले सीमा क्षेत्र खासाको भौतिक संरचना खल्बलिएको भन्दै त्यहाँका स्थानीयलाई सिगात्सेमा पुन:स्थापना गराएको छ ।

गत असारमा कुती क्षेत्रबाटै आएको बाढीले दुवै मुलुकको सडक संरचनालाई थप क्षति पुर्‍याएको थियो । बाढीपछि पुनर्निर्माणमा झनै ढिलाइ भएको छ । सधै चहलपहल देखिने तातोपनी अहिले सुनासान छ । भूकम्पपछि मितेरी पुल चर्केको भन्दै चीनले बेलीब्रिज राखेको थियो । ‘हामीले अनौपचारिक छलफलमा पनि तातोपानी खोल्ने विषयमा जोड दियौं,’ सिलवालले कान्तिपुरसँग भने, ‘उनीहरू पनि संवेदनशील रूपमा प्रस्तुत भए ।’

उनीहरूले सीमा क्षेत्रबाट हुने अवैध व्यापार र सुरक्षा विषयमा सघाउन आग्रह गरे । चीनले हरेक बैठकमा तिब्बत विरोधी गतिविधि हुन नदिन आग्रह गर्दै आएको छ । सीमामा आगलागी नियन्त्रणमा दुवै मुलुकबीच सहकार्य गर्न अधिकारीहरू सहमत भएका छन् । 

बैठकमा सहभागी स्थानीय विकास अधिकारी कृष्णबहादुर शाहीका अनुसार सिन्धुपाल्चोक र नेलाम जिल्लाबीच औपचारिक रूपमा भगिनी सम्बन्ध कायम राख्ने विषयमा माथिल्लो निकायमा पत्राचार गरिएको चिनियाँ पक्षले जानकारी दिएको थियो । शाहीले नेलाम प्रशासनले भगिनी सम्बन्धका लागि तिब्बत सरकारबाट स्वीकृति लिने प्रक्रियामा रहेको जानकारी समकक्षीले दिएको बताए ।

नेपाल भ्रमणमा आएका चिनियाँ कम्युनिस्ट पार्टीका पोलिटब्युरो सदस्य तथा प्रचार विभाग प्रमुख लिउ छियाओले कोदारी नाका छिटोभन्दा छिटो सञ्चालन गर्न आफूहरू तयार रहेको बताएका थिए । प्रधानमन्त्री पुष्पकमल दाहालसँग सोमबारको भेटमा उनले सीमा क्षेत्रको पुनर्निर्माण र नाका सञ्चालनमा आफूहरू लागिरहेको बताएका थिए । चीनकै सहयोगमा २०७१ मा गएको जुरेपहिरोका कारण क्षतिग्रस्त सडक पुनर्निर्माण अन्तिम चरणमा पुगेको छ ।

चीनले भूकम्प गएयता नै नाका सञ्चालन गर्ने आश्वासन दिँदै आएको छ । वर्षको दुईपटक बस्ने उक्त बैठक यसपालि भने नौ महिनामा मात्र बसेको थियो । नाका बन्दपछि बर्सेनि करिब २० अर्बको आयात र पौने ३ अर्बको निर्यात व्यापार ठप्प छ । सयौं व्यापारी पलायन भएका छन् ।

फास्ट ट्र्याक भारतीय कम्पनीलाई दिने प्रस्ताव रद्द

पुस ७, २०७३- काठमाडौंबाट निजगढ पुग्ने फास्ट ट्र्याक निमार्णाका लागि भारतीय कम्पनीलाई बुट प्रणालीमा दिने प्रस्तावका सरकारले बिहीबार औपचारिक रुपमा खारेज गरेको छ । मन्त्रिपरिषद्को बैठकले उक्त प्रस्ताव खारेज गरेपछि विदेशीलाई निर्माण जिम्मा दिने की सरकार आफैले बनाउने भन्ने अन्योल हटेको छ । 

'फास्ट ट्र्याक निर्माण गर्न भारतीय कम्पनी आइएल एण्ड एफसीलाई दिने प्रस्ताव रद्द गर्यौं' उद्योग मन्त्री नविन्द्रराज जोशीले भने । सरकारले आफैले बनाउनका लागि राष्ट्रिय योजना आयोगका उपाध्यक्ष डा. मिनबहादुर श्रेष्ठको अध्यक्षतामा सात सदस्यीय समितिसमेत गठन गरेको छ । निर्माणको लागि डीपीआर तयार पार्ने लगायतका काम गर्ने कार्यदेश दिइएको छ ।

तत्कालिन प्रधानमन्त्री सुशील कोइरालाको सरकारले ग्लोबल प्रतिस्पर्धा गरेर भारतीय कम्पनी छनौट गरी उक्त कम्पनीलाई बुट प्रणालीमा फास्ट ट्र्याक निर्माणको जिम्मा दिने निर्णय गरेको थियो । तर, त्यसपछि बनेको एमाले अध्यक्ष केपी ओली नेतृत्वको सरकारले आफैले बनाउने निर्णय गरेको थियो । तर, भारतीय कम्पनीलाई दिने भनिएको प्रस्ताव भने रद्द गरेको थिएन ।


पुरानै संरचनामा निर्वाचन- सरकार जोगाउन संघीयतामाथि प्रहार

मंसिर २९, २०७३- पुरानै संरचनामा स्थानीय निर्वाचन हुने । संघीयताको चर्को वकालत गर्दै आएको माओवादी केन्द्रका लागि सबैभन्दा यो अप्रिय हुनु पर्ने हो । तर, माओवादी अध्यक्ष एवं प्रधानमन्त्री पुष्पकमल दाहालका लागि  सामान्य जस्तै देखिन्छ । उनी स्वयं ‘सगर्व’ पुरानै संरचनामा स्थानीय निर्वाचन हुने बताउँछन् । उनको नेतृत्वको सरकार पुरानै संरचनामा स्थानीय निर्वाचन घोषणा गर्ने तयारी गर्दैछ ।
पुरानै संरचनामा स्थानीय तहको निर्वाचन गर्नु भनेको संघीयतालाई तिलान्जली दिनु हो । मुलुक संघीय गणतन्त्रमा प्रवेश गरेपछि पहिलोपटक हुने पुरानै संरचनामा हुने निर्वाचनले अन्तत: यथास्थितिलाई फाइदा गर्छ । आफूलाई अग्रगमनको हिमायती ठान्ने माओवादीलाई सबभन्दा हानी पुग्छ । यसमा माओवादी केन्द्रका अध्यक्ष एवं प्रधानमन्त्री पुष्पकमल दाहाल अनभिज्ञ हुन सक्दैनन् । जानीजानी उनले यसलाई अघि सार्दैछन् ।सरकारको नेतृत्व गरेको चार महिनासम्म राजधानीमा लोडसेडिङमा सुधार गराउनेबाहेक अन्य काम गर्न नसकेका कारण दाहाल जसरी पनि निर्वाचनको मिति घोषणा गर्न ‘बहादुरी’ ठान्छन् । यो उनको सरकार टिकाउने अप्ठ्यारो बाध्यता हुन सक्छ ।
माओवादी नेतृत्वको सरकारले पुरानै संरचनामा निर्वाचन गराउने घोषणा उसका लागि जति अप्रिय छ, त्यसले उसको राजनीतिक भूमिलाई त्यति असर गर्ने प्राय: निश्चित छ । नयाँ नेपालको चर्को कुरा गर्दै आएको माओवादीले पुरानै ढाँचामा निर्वाचन घोषणा गर्नु आफैंमा ठूलो बिरोधाभास छ । विशेष गरी सत्तासाझेर कांग्रेसले पुरानै संरचनामा भए पनि स्थानीय निर्वाचन गर्ने दबाबले दाहाल अप्ठ्यारोमा परेका हुन् । संविधान संशोधनको बिरोध गर्दै आएको एमालेले जसरी पनि स्थानीय तहको निर्वाचन गर्न दबाब दिँदै आएको छ । माओवादीका एक वरिष्ठ नेताले त यति भने, ‘कांग्रेस, एमालेले पुरानै संरचनामा स्थानीय निर्वाचन गर्न चाहेका छन्, मधेसी मोर्चा पनि त्यसमा सकरात्मक छ । माओवादी निर्वाचन विरोधी हुन सक्दैन ।’
प्रधानमन्त्री दाहालले माओवादी संघीयताको ‘पिता’ बताउँदै आएका छन् । तर, उनको नेतृत्वमा पुरानै संरचनामा निर्वाचन घोषणा संघीयतालाई व्यंग्य हो । माओवादी वरिष्ठ नेता नारायणकाजी श्रेष्ठ केही नहुनुभन्दा स्थानीय निर्वाचन हुनु राम्रो भएको तर्क गर्छन् । ‘पुरानै संरचनामा निर्वाचन हुनु राम्रो होइन, तर केही नहुनुभन्दा त निर्वाचन हुनु राम्रो भनेको हो,’ उनले भने, ‘तर हाम्रो भनाइ नयाँ संरचनामा निर्वाचन गरौं भन्ने हो ।’
दाहालको चाहना कांग्रेसको कुरा मानेर भए पनि सरकारमा अझै केही महिना टिक्ने देखिन्छ । त्यसैले पनि उनी संघीयतालाई व्यंग्य गर्दै पुरानै संरचनामा निर्वाचन गर्ने मनस्थितिमा पुगेका हुन् । नयाँ वा पुरानै संरचनामा निर्वाचन जाँदा संविधान संशोधन गर्नुपर्छ । त्यसका लागि कांग्रेस, एमाले र माओवादीको सहमति हुनु आवश्यक हुन्छ । कांग्रेस, एमाले र माओवादीबीच स्थानीय निर्वाचन गर्ने सहमति मंगलबार भएको थियो । माओवादी नेता बर्षमान पुन कुन संरचनामा निर्वाचन गर्ने सहमति नभएको दाबी गर्छन् । ‘स्थानीय निर्वाचन गर्ने सहमति भएको हो’ उनले भने, ‘कुन संरचनामा निर्वाचन गर्ने छलफल हुँदैछ ।’
प्रधानमन्त्री दाहालका किचेन क्याबिनेटका प्रमुख सदस्य नेता पुनले निर्वाचन गर्ने कुरा सकरात्मक भएको टिप्पणी गरे । ‘अरु सबै निर्वाचनमा जाने भनेको बेलामा हामी जादैनौं भन्न मिल्दैन,’ उनको टिप्पणी छ ।
पुरानै संरचनामा हुने स्थानीय निर्वाचनले संघीयतालाई असर गर्‍यो भने सरकार प्रमुखका हैसियतले दाहाल मुख्य जिम्मेवार हुने छन् । कतिपयले पुरानै संरचनामा स्थानीय तहको निर्वाचन हुनु मुलुक पछि फर्केको टिप्पणी गर्न थालेका छन् । ‘दिनप्रतिदिन परिवर्तनको रापताप आझेलमा पर्ने देखिन्छ,’ माओवादी नेता अग्निप्रसाद सापकोटाको भनाइ छ ।
दाहाल प्रधानमन्त्री भएपछि मुलुकमा केही नयाँ गर्ने अठोट गरेका थिए । ती अठोट निर्देशनमै सिमित हुने देखिएपछि कम्तिमा निर्वाचन घोषणा गरेरै भए पनि ‘रेकर्ड’ गराउन चाहन्छन् । निर्वाचन भए पनि नभए पनि त्यसले संविधान कार्यान्वयनको बाटो खोल्ने उनको दाबी छ । तर यथार्थ अर्कै छ । यसले उनले आर्जन गरेको राजनीतिक भूमि गुमाउने खतरा पनि त्यत्तिकै छ । किनकी उनले आफ्नो विवेकले पुरानै संरचनामा स्थानीय निर्वाचनको मिति घोषणा गर्दै छैनन् ।
उनी कांग्रेस, एमाले र अन्य शक्तिको चेपुवामा यसरी परे कि उम्कने सक्ने हिम्मत उनीमा छैन । नचाहेर पनि उनी पुरानो संरचनामा निर्वाचन घोषणा गर्ने धरापममा पर्दैछन् । यसले संविधान कार्यान्वयनका लागि ढोका खोल्छ कि पुरानो नेपालको पुनरावृत्ति ?
